The assault caused the temporary shutdown of the CTA tunnel and the Terminal 3 car park.

Two more people are now in custody related to a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth for suspected robbery and assault and a 23-year-old woman was arrested on suspicion of conspiracy to commit robbery. Both individuals are still being held, authorities confirmed.

The arrests come after a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the incident, two women were robbed of their suitcases upon exiting a car park lift.

A toddler aged three was one of the those hurt in the event. A total of five individuals went to hospital for treatment and were later released.

Police detained a 31-year-old man for suspected robbery and assault near the scene. He has since been released pending further inquiries as the investigation proceeds.

Authorities were called at about 8:10 in the morning GMT after reports came in regarding a number of people hurt by a noxious substance thought to be pepper spray.

The assault - an event that police said was a standalone incident and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 parking facility briefly.
